Kuwait’s vape market today — what changed in 2026?

Until 2025 the situation was relatively open. Most Kuwaiti retailers offered fast delivery, some within an hour or two. The second change — the more consequential one long term — came from the Ministry of Health in August 2026 and takes effect at the start of 2027. MOCI Decision No. 27 of 2026 — digital sales

In force since 15 March 2026. Its substance: a prohibition on selling tobacco, its derivatives and cigarettes of all kinds — including electronic cigarettes and the tools, devices and accessories used to consume them — through delivery platforms or any comparable digital means. Penalties escalate: a warning, then temporary administrative closure, then licence revocation on repetition.

One point is worth noticing: the text addresses selling through delivery platforms. Displaying a product, describing it, comparing it and asking whether it is in stock do not fall under the prohibition. MoH Decision No. 237 of 2026 — age and registration

Issued 12 August 2026, effective 1 January 2027. The headline provisions:

• A minimum age of 21, with Civil ID verification at the point of sale.
• Mandatory product registration with the Ministry before market entry.
• A ban on packaging designed to appeal to children — certain designs, colours and flavour names.
• A ban on unregistered nicotine pouches.
• No sales within 200 metres of schools.
• Health warnings covering 50% of the pack face.
• A ban on advertising and promotion in all its forms, including influencer marketing.
