Two points stand out. The prohibition covers accessories too — coils, pods, tanks — not just devices. And the phrase “or any comparable digital means” is broad enough to bear a wide reading, which is why most Kuwaiti retailers took the cautious route and stopped delivery entirely rather than gamble.
Why fast delivery disappeared from vape sites
The answer is as much economic as regulatory. The maximum penalty is licence revocation — the end of the business. Any serious retailer weighs the margin on a delivery service against the risk of losing the licence, and reaches the obvious conclusion.
